What the nation (or the govt) is expecting by letting them go and what could be the problem in their reasoning? What could be done to fix?
If you are willing to consider the scenario in the form of a story - here is one for you:
You want to sow some good plants in a deserted land so that in time the land can become a place where life can grow and sustain. However, there is another group of people avowed to keep the land deserted since their business is not with life, rather they deal with death and profit from it. So, every time you sow plants, these other group destroys the plants in its early stage. It is well known that a plant would take some time to grow fully, but that slow process ensures that most of the plants are killed before they grow to their full potential, before they can become big trees that protects life, grows life and peace.
What should you do? If this "you" is actually the government, what would you suggest the government to do so that they become successful in growing enough plants so a virtuous cycle may start where life can grow and sustain forever?
Before going to the suggestion part, let us see how the government is diagnosing the problem and what they seems to be thinking.
1. First they caught several leaders from the group who profit from death irrespective of their color.
2. Then they realized that the roots of these groups is too big. When the leaders are in, other smaller ones are taking dictates from the jails.
3. Now, govt is thinking may be if we manage the leaders, may be they will stop sending signals to their lower ranks not to destroy the plants.
4. There is two problem in this strategy:
A. It could be a totally wrong approach in the sense that expectation of managing someone who 'profit from death' is not realistic. In that case, a better approach could be to outnumber the culprits - sow more plants than they can destroy. How to do that? Easiest answer to that is to use economic incentives - footsoldiers do not have much say on the strategy. They want to earn so they can support their families. If you can give economic incentives to the footsoliders to behave, they will leave their leaders who have built a career through 'profiting from death'. In other words, the vicious cycle of corruption economy will have to be broken by instilling virtous cycles. Government has tried some, but they failed miserably in most cases. It needs more time. B. Its also wrong in the assumption that they can actually manage the leaders - for a different reason. Over time, these leaders had relegated to become insignificant - they have already been taken over by the 'original' forces of desertification. Just like in many science fiction movies where aliens come to the earth and take over the control of many important human being and wait for a proper moment to unleash destruction; we think the major two political parties and a portion of their top-tier leadership has been taken over by the defeated forces of 1971. The two parties are incapable of behaving - they have become incabable of stoping 'profiting from death' - because they no longer control themselves. Don't be surprised if many of the top and medium tier leaders of these two parties are actually bank-rolled by those defeated forces that spawned their network upon the society in a junction of our history because of two simultanous (planned or unplanned) event:
(i) A political vacuum created by the deaths of our notable citizens - during Liberation War on the war-front, selected killing of intellectuals at the end of Liberation War, killing or netralizing of many JSD political operatives during post-Liberation War by Mujib government and eventual killing of Mujib.
(ii) The vacuum created was filled by those 11,000 alleged war criminals who were under-trial at the time of Mujib's death.
With this background, what is the suggestion? You have to do both. You have freeing the leaders in the hope of managing them so that they stop 'profiting from death'.
But you should not stop there. You have to ACTUALLY free them so that they can act in their free will. They have forgot how to live a free human being who should always be in favour of growing and sustaining life. How to do that?
Try the war criminals. Now.
